Hi Beams and Orange Relay

Last time my car was in for an oil change my indie said that during their safety check they noticed the hi beams would engage but not stay on. They removed and flicked the Orange relay with their finger and low and behold it began to work! That is until now. So, I ordered a new relay from eEuroparts for $60 and installed it. Hi beams will engage but will not stay on. I don't hear that relay "clicking" sound either. The blue dash light comes on but when I release the stalk they go back to lo beams. I checked all the fuses and removed and replaced the hi beam relay thinking maybe it's a case of dirty contacts. Still no luck. Any other ideas?
