The shutter covers the bottom half of the bulb (lens inverts the image so it appears to be the top of the beam). If you remove the bulb and have somebody actuate the high beam lever, you should be able to tell if the solenoid is trying to move the shutter. If so, you can try freeing the shutter by carefully pushing on it with a long rod (screwdriver, straightened coat hanger - something stiff enough to push against the shutter flap and not bend). (I'm not sure which way the shutter moves, although my guess is the pivot is in the center and the flap rotates forward. If the solenoid isn't responding when you activate the high beam, there may be an electrical supply problem to the solenoid. On our '03, simply poking the shutter was enough to unstick it, and it has worked fine since. Good luck.
