I would definitely have an indy look at this car. Look for evidence that this car may have been in an accident or was used very hard.
1. Inspect the struts and rear shocks to determine whether they are original. If not, something is wrong. It is unheard of for struts and shocks to need replacement within ~20K miles. Your description of a very harsh ride raises the question as to whether after market replacements were installed.
2. Check the brake pads to determine whether they are original. If not, why? Brake replacement within ~20K miles is pretty unusual.
3. Look underneath for signs of repair, damage, accident. Is the exhaust system the original? If it has been repaired/replaced, why? Exhaust system maintenance within 20K miles is unheard of.
Approach the inspection with an indy with a suspicious eye. If any of the questions noted raises a red flag you should probably walk. I have a 2007 9-5 Aero which I bought new; at 25K miles it still feels new.
