A failed fuel pump is a possibility.
The fuel rail has a Schraeder fitting on it (like a tire valve). It may have a black plastic dust cover over it...remove that. Trying starting the car and then, push on the needle in the middle of the fitting. You should get a good pressurized spray of fuel. If you do not, that symptom combined with 12VDC at the pump and no sound of the pump running may be the clear indication you are seeking......a failed fuel pump.
By the way..... when the fuel pump went on my 2000 9-5 it went from flawless performance to zilch just as I was driving through an intersection, and it never worked again.
