2000 9-5 aero boost problem

Hello - I have a 2000 9-5 saab aero with a little over 100k. Everything runs really smooth, except the turbo doesn't seem to be making max boost. Not sure if its instrumentation or not, and can't stand not having it live up to max potential. I am having trouble with getting the turbo boost into the red. As of right now, it will easily go through the yellow right up to the red, and stops. It has an upgraded ECU to stage 3 from Taliaferro (3 years ago), as well as a manual boost controller, Hyperboost diverter valve as well as the 3" pipe from turbo to muffler. I've tried everything I can think of - I took the BPC off and testing it with a Ohm meter, and it was fine. I played with the manual boost controller with no results. I took the manual boost controller off and it would only go half way into the yellow -weird. I thought it might just be the stock turbo instrument, so I took the hose off the wastegate and drove it carefully, and it went into the red, making a gut wrentching noise. I disconnected the battery to reset the ECU and nothing came of it. The throttle body was replaced in 2007. Not sure where to go from here.
