Is "lock issues" a typo? Not sure what the locks have to do with the PCV. All 2000 SE 9-5's have the V6, which doesn't see a whole lot of PCV problems. There is a rubber flap in the PCV box that tends to harden up and shrink, so it doesn't close when it should. I had some blockage in my PCV box (oil separator) at around 178k miles on my '01 V6 and opted to replace it. The flap was hard and broke off with a touch, and at 130k miles yours may very well be doing the same. I paid $435 (ouch) to have mine replaced. I am in Connecticut though where everything seems to be more expensive. What are your symptoms exactly that lead your mechanic to think you need a new PCV oil separator "flame box"? It could also be as simple as just needing a new check valve, which you could replace yourself for about $3.
As for the timing belt, unless you're experienced I would not try to tackle this by yourself, and at 130k you are running on borrowed time and need to have it done ASAP. There are special tools you need to lock the cams in place while the belt is off. You will also need to replace the tensioners and pulleys. They are NOT optional as a lot of dealers suggest they are. If you mess something up out of lack of experience and you turn the key, "snap" there goes your engine.
