a bad wheel bearing can make the same sound as cupped tires.
it is quite possible that a bearing can go at 31k, although it is not common.
It is more common for a bearing to fail prematurely it it was loaded off axis in an accident. do you know where the impact was?
btw it is also possible to have a defective tire.
anyway to get to the bottom of it:
- drive the car ... see if you can change the character of the noise by turning in one direction or the other. try lane changes also.
- rotate the tires, front to back/back to front. does the noise go away?
- put the car on a lift and slowly spin each wheel ... how does it feel/sound? any lateral play?
- and dont disregard other components especially since its been in an accident: CV joint? inner driver? transmission?
