Woah - 17" wheels with 30psi is a recipe for wheel and tire disaster the first time you hit a bump.
Check tire pressure, make sure they're not inflated beyond factory spec.
I wouldn't swap out shocks unless they are worn out, most aftermarket shocks will be stiffer.
16" wheels with a soft riding all-season tire might be the way to go.
