The cabin air filter area tends to accumulate all the crud that slips past the baffles, drains, guides, and whatever in the blower compartment. Proper cleaning of this and replacement of the filter is essential.
When the filter element is out, the space should be vacuumed out, being careful to not scrape along the AC evaporator. you don't want to bend the fins.
Then, on each side of the housing is a drain that comes out to the rear. You need to pull the carpet and maybe some insulation to access this. You disconnect the drain hose at the large clamp on the housing, then blow air both down through the tube and out of the car, and back up into the housing (leave the wet/dry vac nozzle in the housing with the vac running). This needs to be done on both sides.
Beyond that, you may need to pull the cowl cover (black plastic shield under the wipers), and the water drains, and maybe even the blower to be able to vacuum out the entire area of detritus.
I think I'm looking at that for my 99. I did the filter, vac'd a whole bunch of leaves and whatnot out of the housing from the bottom, and all my ugly noises from the blower went away. THEN...some of the leaves and whatnot I couldn't reach from the bottom came loose, and I'm starting to get some noises from down there already.
But I need to figure out something. I think there were at least two changes to the cowl cover, as my 2002 had much a smaller "screen" where the air enters than the 99 does. The difference between keeping small acorns and leaves out vs letting them in. Unfortunately, the "latest and greatest" one from Saab is $128...
