I just went through this SAME thing, after a head gasket replacement job....I was getting 17 -20 mpg....and unhappy like you are presently.
Timing on this engine ABSOLUTELY must be perfect.... and until it is, TECH2 can give you flase "clues"....as it turn out, my intake cam was one tooth off.
Secondly, it sounds like you have some type of a vacuum leak....or a bad MAF. Where to start to look is advised by readings on the TECH2, BOTH at idle and at 55mmp with cruise on.
My car, had a vacuum leak where the turbo intake pipe connects to the turbocharger. $4.00 o-ring fixed it.....and do the bypass pipe o-ring at the same time for $2.00 more.
Lastly,
REmove your MAF and substitute a known "good" MAF in your intake, and see if things improve on TECH2.
