Do COLD Ceramic Brake Pads = Poor Brake Function???

Had pads rotors changed last summer. OEM ceramics, apparently SAAB went ceramic to help with brake dust. Ever since poor brake function first thing in AM. I've had it checked by a different mechanic on two different occasions and rebled, still no difference. Service manager says that oem ceramic pads need to "warm up before they function well". He says he has the same problem with his 2007 9-5. I then asked what about driving on the highway in winter... do they have to warm up before they become functional in an emergency situation. He replied that there is always some friction between the pad and rotor which would keep it warm. Any thoughts? If this is the case I guess you can't use ceramic pads if you live in San Francisco. Can't imagine having poorly functioning brakes while getting out of a parking spot on a steep hill every am.
