A lot of variables come into play (age, skill, how quick they are mentally, where they live, where they drive, etc) - but, having observed aging relatives, visibility and size are both critical. Before getting anything, have them get in and out, and check the visibility - blindspots, can they suss out where there front and rear are when parking, can they see around parked cars when pulling out of driveway or intersection with cars parked at the corner (a big issue in cities in particular). If your mom wants a smaller car, the 9-5 may be too big.
You may want to look at cars like the Volvo C30, S40, or a Golf - or any of the smaller Japanese carswith a good safety rating (http://www.safecarguide.com does easy to check summaries)
