Headlamp wipers work only when you wash the windshield while headlamps are on. The wiper motors are known to lose their "park" function after 7 or 8 years of use and cost nearly $200 to replace. It is possible a previous owner has disconnected the head lamp wiper motors, as I have done with my 2000 sedan, to prevent the wiper arms from positioning themselves across the light beam.
The rear washer is a separate pump motor assembly inserted in the single washer solution resevoir under the hood. Interestingly, the wagon uses a special variant of the headlamp washer pump to supply solution to the headlamps and rear window. You may have a plugged nozzle (clean with push pin), a plugged check-valve (a $5 part), or a defective (or incorrect) rear window/headlamp washer pump.
