Tail and parking lights should be 5 watt bulbs. They should not be 21 watt bulbs, unless they are dual-purpose tail and stop light bulbs with two separate filaments, and two contacts on the base.
These are usually marked "21/5" or something like that. Dual filament bulbs usually have two locating pins on the sides of the base, one higher than the other. On the 1157 American version, these pins are 180 degrees opposite each other. It is possible to force the bulb into most sockets 180 degrees out of "phase", thus making the stop light (the 21 watt part) the tail light, and the tail light (the 5 watt part) the brake light.
I would start there. It's also possible, if you got a "cheap" bulb, that it was made wrong...
FYI: Single-filament brake, turn, reversing, and rear fog lights should be 20/21 watt bulbs.
