2004 xenon headlight woes

Okay, fellow saabers, here is my tale of woe. US car. 2004 9-5 Aero with bi-xenon headlights. Car manufactured in 2003, 55k miles, many miles around town with xenons operating as DRLs, hence many hours of xenon usage.
A couple of weeks ago, the right-hand headlight began fading and producing orange light. I ordered two replacement xenon lamps, type D1S. While the lamps were on order, the right-hand headlight stopped working altogether. No surprise there.
The new lamps arrived. Today, I swapped out the right-hand lamp. (Had to move mass air hose out of the way to get access.)
Original lamp, when removed, showed characteristic metal deposit on inside of envelope, but anode and cathode appeared intact.
After reassembly, the right-hand headlight still does not work. (The left hand light, unmolested, still works.)
Checked the fuses and found that fuse FF 13 marked HL LOW RT was blown. Replaced fuse. No joy.
Swapped the two orange relays FR 7 and FR 17, just for tradition's sake, even though they are marked as wipers and rain sensor. No joy. (I hope the wipers still work!)
Swapped relays FR 14 (HI BEAM) and FR 15 (LOW BEAM). No joy.
Questions:
1. Is my problem a failed rectifier, or ballast, and not the lamp?
2. Any other ideas?
