It's leaning toward that you have a bad crimp connection somewhere maybe at ignition switch or maybe where the wire is attached to fuse 30 or a partially severed wired somewhere in between.
It is enough contact to deliver 12V but no load but when you load up the circuit, it breaks down and drops to 0V.
Yes, touching power to pin 87 will certainly kick the starter since that's the bridge you close between +30 and 87 when you apply power and ground to pin 85 and 86 of the relay.
