The Xenons are for both high and low beam. With the Xenon's the inboard halogen lights are only for the "flash to pass" feature when you pull the high beam stalk to flash your lights, they do not function as headlights. If you are not getting light from either Xenon it may be the ballast or wiring of some sort. Did the bulbs flicker for a while before they stopped working? The indicator light on the dash means there's a fault in the system, anything from the controller, ballast, including a Xenon bulb being out I've never heard of both bulbs going simultainiously, but it could happen. It would not have anything to with the climate control code "22", that means there is a software issue with your climate control.
