In a normally operating 9-5, as you turn the key to start it, the metal lock cylinder in the key "hump" sinks down about 1/8" as it rotates. When you turn the key to off and pull the key out, it's supposed to pop up and be flush with the "hump." Yours is sticking down when you turn your key off. Mine got a little sticky in my 2001 9-5 and whenever it stuck I was able to just tap the top of the lock cylinder and it would pop up. You can try that, but you may need to squirt TWO or THREE DRIPS of silicon lube down there and turn the key back and forth and out and in a few times. Good luck.
