The compressor on the 9-5 is variable capacity. According to the WIS it tries to maintain a suction pressure of 2.6 bar - 37.7psi. (Although when I measured mine, it was running a bit lower - in the low 30's).
The high side pressure is very dependent on the ambient temperature and the load on the A/C system. I don't recall my measured high side at the moment, but according to the WIS the low speed cooling fan starts at 130psi, and it switches to high speed at 261 psi. On a hot day (85 degrees), with recirculate on and the interior fan at max, my cooling fans are running about 75% of the time on high speed and 25% on low speed. This should mean that my high side pressure is in the 240-270psi range.
Your first step should be to fully vacuum down the system and hold the vacuum for 30 min or so to make sure all non-condensables and moisture is removed from the system. Then recharge with the proper weight of fresh R134a. Since the system is variable capacity based on suction pressure, the correct amount of refrigerant is very important for proper operation. The 9-5 takes 875 grams or 30 ounces of R134a.
The air not coming out of the dash vents is a different problem. Probably the linkage between the stepper motor and the air distribution flap is not attached correctly. There's a special mention of this in the WIS. I had the same thing happen about a year ago on my car. The metal rod popped out of the plastic bushing. A few seconds to pop it back in and all was well again.
