Starter Spins but doesn't engage with the flywheel?

I have 2.3 SAAB. The starter gear spins when I tested it but the gear doesnt move to the front of the starter. Should it? I have a questionalble set up I have 2006 engine with a 1999 starter and 1999 Flywheel. I used the old flywheel in order to mate up to the 4 speed transmission. (There is no contact with the Flywheel whatsoever) I am hoping that the issue is the starter as I have been worried about the compatibility of this configuration. I went with a 2006 2.3 as a replacement engine becuase all the 1999 engines were close to the same milage on may car and I didn't see the point of swapping engines if it would not have any longevity. Thanks!
