I've been having the same cold weather puff of smoke and year round loss of oil for two years now.
Independent said I need a new turbo based on the puff, but I figured I'd take my chances and see what happens instead of spending $1200+ on the turbo replacement... I'd already had it done once before.
That was 2 years ago.
No doubt oil is leaking into the turbo, but what damage it's doing?... I have no idea.

I saw this post not too long ago:

Mark In Marine mentions "After separating I could see the problem - oil leaking from the seal into exhaust turbine had coked..."

Between that post and what Anders showed with the pictures, I think we know why the smoke is happening.
The question is what happens if it's left that way for a long time.
Personally, I don't mind adding oil between changes...
