5sp auto + valve body issues

Well I'm having some classic 5sp autobox issues (2002 Aero SW - 100k). I've read there were some valve body issues with the early auto 5sp and I'm wondering if that's what I'm experiencing.
First off since I bought the car at 76K 18 months ago I've flushed out the old fluid with Mobil 3309. At least 4 times during the first month of ownership, and then about 3 more times since then. Fluid levels are slightly below "Full" mark.
All is great with the trans expect at low speed and rpm.
If I'm puttering around at 15 mph or so I get really hard shifts from 1-2, 2-3, and when it's downshifting.
If I give it gas from a stop I have zero issues with the trans, including at speed on the hwy. But again if I'm at a stop and I take off quite slow it shifts brutally hard from 1-2, and 2-3. It seems to ONLY give me really hard, awkward shifts at puttering speeds around 10-20mph. Above that, or if I drive spirited, zero issues.
I guess I'm not understanding why it would only do this at really slow speeds as opposed to all the time. It's so bad at slow speeds below 20 mph that I try to avoid them at all costs.
Does this sound valve body related?
