I have the same problem on my 2001 V6 now and am in the process of trying to fix it. No bubbles in the expansion tank but when I loosen the cap just a little the level surges up from almost empty to near the top. That seems to be too much pressure to push the level to the bottom of the tank. It still does this.
I easily smelled exhaust gas in the expansion tank when the cap is removed even if the engine had not run for days. It soon started sending endless clouds of white vapor out the exhaust after pressure built up in the system.
The pressure has blown a leak in my radiator where the metal meets the plastic near the hot water inlet from the engine.
The $60 bottle of Bars HG repair seems to have fixed the HG problem, but it did not seal the radiator leak an it still seems to overpressure and blow out the JB Weld patch I put on the radiator. New replacement is on order. Possibly the cap for this model car easily goes bad and doesn't release the pressure.
