a) Yes, you should replace all the overtorqued bolts.
b) My experience has always been with fasteners that broke when trying to remove them, either rusted in place or (most often) bottomed out bolts (like, for example, a brake bleeder) where the stub is under load even though the cap is gone. It's never ever worked, no matter what the removal tool. But don't be disheartened, b/c yours should have lost tension when the head snapped off, and there hasn't been time for it to rust. Also, you have the advantage of having a rather large bolt. All I can say is get the best remover you can afford, go slow, drill pilot holes and work your way up. Sears has removers that are self drilling: the work in the reverse direction, drill a shallow hole and then bite into the stub. That might work out very well for you. Also, check the head markings on the bolt to see how tough the bolt material is. "10.9" is the equivalent of a hardened "grade 8" bolt, with 12.9 being harder still. That will give you warning of how tough the drilling process will be. Presumably the stub isn't sticking up from the surface so you can't grab it with a cam thingy.
