It might be that the Akebono pads, just like Stephen say, are not aggressive enough chewing off metal faster than the rust creeping in from each edges in rust prone areas.
I saw it all the time in Sweden and my 82 Mazda 929 was a bad case of it when I left it in 82 and flew over here. My sister borrowed it the next summer and said the brakes were shaking badly and I thought it might just be some warped rotors and assured her it was not that bad.
In 83 when I got back and took it out of hibernation, I couldn't believe the violent shaking that happened when I put my foot on the brake pedal.
Looking at the rotors, the outer and inner rust layers had slowly been flaking off in pieces just from sitting still and the brake pads were hitting the rough edges.
