You are using outdoor ambient to cool the intake air so your IAT can never be equal to or lower than ambient. Engineers design large complex heat transfer systems to achieve a 10 degree approach (5 degrees is possible in some situations but is usually cost prohibitive), based on the small size of the intercooler on our cars I would expect a 15 to 20 degree approach just as you measured.
Fitting a larger FMIC could drop this to 10 degrees.
