Worst brake dust ever

Just bought a set of '01 9-5 16" wheels with 75%tread Michelins. These are the five-spoke wheels where the outer ends of each spoke splits into a Y. Really, really hard to clean, because there are five large and five small square corners.
Two of the wheels were relatively easy to get clean. The third took about 45 minutes to get all the brake dust off. The fourth wheel I never did get all the brake dust off. It was as black and hard as the crud at the bottom of a frat house oven.
I used Castrol Wheel Cleaner, Bug and Tar Remover, Windex, and Grease-Off. These, with a tooth brush and a kitchen scrubber got the lighter stuff off. In bottom corner of each spoke, there was a rock-hard streak which nothing would touch. I knew SOS pads would be too abrasive, but I'd tried everything else. The steel wool soap pads did remove some more, but of course, there were places it also got through the coating. Finally, for the first time ever, I capitulated to brake dust.
Any suggestions? Any reason 9-5 brake dust should deposit harder and tougher than any other I've ever seen?
