Tech 2 can't read ECM/T7 and my Saab indy is at a loss

This problem strangely enough started as a no start, and the thread on that is listed below.
The only change from that thread to today is that my front 02 sensor was changed.
Finally the car gets towed to my Saab Indy and he discovers that he can't "read" the T7. He says, curiously, that the VIN number in the T7/ECM doesn't match my car's VIN. He has attempted to reload the software into the ECM with no success (error message was something like "unable to program/update ECM.") And apparently, from what I understand, he swapped another ECM into place and that didn't respond to programming either. (However, he can change and read any other system on the car without difficulty.)
He believes that someone at some point in time might have hooked up a computer and messed something up. I assure him that that hasn't occurred, and the only thing that's been hooked up to the car are generic code read/erase readers and his own Tech 2.
So...now what?
