The brackets and wires and pipes are part of engine wire harness and fuel injector rail. Both can be removed but certainly you need to know what you are comfortable with removing.
If I had broken the bolt, I would guess about 1 hour to extract it since I would know the circumstances in how it broke.
If a customer has broken it and tried to extract it, I can't really say what it would take.
As for comparison.
If they had lost the bolt when replacing thermostat and found one that is almost the same size but too long and run the bolt into the bottom of the hole and broke it. That would be a bear to extract and would maybe take a lot longer.
If the correct bolt was used and the head broke off from being over torqued, it might be a lot easier since the bolt threads are probably not seized to the cylinder head.
I always start with a small drill like 1/16 or about and drill in just a few clicks since that drill cuts in easier and you can move the center if you didn't get it right the first time by using a bigger drill to remove the first mark of the small drill.
I don't use a bigger extractor than 1/8" for an 8mm bolt since if it doesn't come out with the 1/8" it won't come out with the next size up either.
