The steering wheel controls are connected to the SID in your instrument cluster. The controls are a set of resistors with different values and the SID sees a button press as a voltage somewhere between 0 and 4.5 volts. The connection between the buttons and the SID goes through the spiral behind the steering wheel just like the airbag wiring.
Does it work better with the wheel pointing straight ahead or turned 180 degrees? Did any liquid get into the buttons?
