Before doing anything, replace the head bolts with new ones and then re-torque using the replacement procedure and the re-torquing procedure. This is especially true on the 99's and even up to 2001 / 2002. I have fixed two cars so far with this and even if it is a head gasket it problem, it is $30-$40 well spent.
Fixed a 2001 Aero this way and just now a 1999 wagon.
Worst case this does not work and will have to do a head gasket job anyway.
