I had the car to the shop today and the sensor (mine and the other one they tried, both aftermarket) seemed to read fine during normal operation. The time it read wrong was at key on it was reading 4.6V. When they applied a vacuum before startup to bring the voltage down, no code. The shop is trying to get an OE sensor in the morning to try and see if all the aftermarket sensors are reading wrong. Hoping that works. I checked as best as I could for vacuum leaks and didn't find any. Suggestions?
