That pulling fuse 14 will totally eliminate a defective siren from sounding.
I had the same thing on my 1999. Pulled the fuse, and though I got no chirps, the siren could - and DID - still wail at odd times of the night. The ONLY way to prevent a defective siren from sounding is to disconnect it completely and/or remove it.
I was out on the street late at night pulling a defective siren from the 1999, all the while it was screaming at me, and fuse 14 was no place near where it was supposed to be...
