I would think that there would be a minute number (on the order of next to nil) of injuries to vehicle occupants at a speed of 5mph as a result of crashes of the type tested by the IIHS. Pedestrians, maybe.
The raison d'etre for this particular kind of testing is to reduce the costs of repair that is typically picked up by insurance companies. Apparently, low speed crashes such as this are among the most typical claims filed-and if car companies worked at improving bumpers rather than ignoring them, then these costs can be reduced and theoretically-those savings could be passed on to the consumer.
If you think it's bad for cars, it is even worse for SUVs-because SUVs don't have to meet car safety standards, but rather truck safety standards. And the safety regulations for trucks are very lax. As a result, SUV bumpers are mainly cosmetic and serve no protective purpose.
In any event, the flush bumpers that everyone desires because of aerodynamics and sleek looks have a price.
