OK, I dug into the instructions:
1 remove outer parts of luggage compartment floor
2 pull out the storage compartment and remove foam pads (2 per side - note USA models have onstar crap in the right hand side storage compartment)
3 remove the bolts at the wheel housing and the nuts from the luggage compartment and pulling the side section of the bumper outwards. I seem to recall things that snap in place during this step.
Then the entire bumper assembly comes off, not just the cover.
If you have parking assist, remember to disconnect the wiring before you pull it to pieces.
IF you have a factory kit, the bumper attachment swells from one bolt and nut per side to 3, one of the bolts running through a tube welded in the body work between two sheet metal parts that also needs to be drilled out. There is also a bracket that you bolt to the bumper beam They want you to attach the bracket, reattach the bumper, mark where to drill the bracket (for the third bolt), then remove the bumper and bracket and drill the bracket. I simply measured where the hole needed to be relative to the two already there and drilled, and it came out fine. A lot of times aftermarket trailer hitches leave out the third bolt. The second bolt is already there, you just need to attach a nut.
