The problem many times is that posters want one-answer-explains-every-question-asked.
We only have so much time to help and write an essay for each poster and the guidelines for setting up timing belt differs a little bit between years and models but the bases are the same.
So if you look at this picture that I use as a guide line which are all the way back from the NG900 V6 engine long before the 9-5 even had a V6, if you compare that to the two other pictures you will see a slight third variation of the pulley orientation.
The basics are still the same.
So if your belt DOES NOT have dual hash marks at a couple of locations, you most likely got a belt for a NG900/9000 engine and those marks will not line up with the 9-5 engine. The old and new version of the 9-5 use the same marks.
It sounds a little bit strange that the lower eccentric points at 1 o'clock but without looking at it in person I wouldn't be able to say if it is right or not.
If you have that guide ruler than comes in the kit and that show all 4 cams lined up when the tensioner pulley marks are lined up, it should be ok I think.
