If you were low enough on coolant that the Engine Coolant Temp. sensor was dry, then it could set that code. The description of the fault is "excessive time to enter closed loop fuel control". That means that the engine is taking too long to warm up enough to go in to closed loop which is when the front O2 sensor begins to control the fuel mixture.
