It is possible even though not that common anymore that all locks has been replaced.
It could also be a glitch in Saab's data base so the cut will be wrong even though the right VIN was used.
I had one car that I could not get the key cut right after giving them the VIN and I pulled out one lock cylinder and confirmed that the key code on tumbler was the same as the key code they retrieved from the VIN. So somewhere it must have been a glitch unless the machine was set up wrong with the key blank not centered properly.
I didn't dare to order another key since I was already out the money for the first one.
