Yes I would certainly replace. About to do that on mine... I will replace the idler pulley, the belt, and the tensioner assembly and the pulley. I opted to replace the whole assembly after seeing how much it jumps around on idle with the short belt. I have to think the original tensioner arm spring is getting pretty worn.
Can't comment on quality, I ordered the same part from eEuroparts but have not installed. As others said it comes with the pulley. Looks like it will be a pain to install the tensioner. Others have cut down an allen key to get to the mounting nut. Have not tried it yet though.
