The Axle nut is what keeps the hub attached to the wheel bearing. The inside of the wheel bearing has a split race, if the cars wheels are turned with out the axle the inside race will separate from the wheel hub and the wheel and hub will fall off the car, leaving the outer portion of the wheel bearing still attached to the car and one half of the inner race still attached to the hub.
A bolt and a washer will work also, use anything that will slide through the axle hole and and bolt on the other side.
Rolling the car with out turning the wheels the bearings might hold, towing the car from the front wheels with out the axle nut is only looking for a massive accident. Being when the tow truck turns hard left the front wheels of the tow car also turn hard left, I`d say 3 or 4 hard turns with out having the tow cars wheels turning will also work the inner race of the wheel bearing lose causing the hub from the bearing, leaving the front wheels of the tow car still attached to the tow truck and the rest of the car fell off some time back.
