I would start looking for an air leak. Check all the intake hoses downstream from the turbocharger. Under pressure, the intake air leaks out and can cause a rushing, whistling or moaning noise. Check all the one-way valves connected to the intake. If the rubber diaphram in them has sprung a leak, it could make a noise. Also, check the turbocharger shaft for end play (longitudinal movement). The clearances are tight in the exhaust housing, and movement could cause the exhaust vanes to touch the exhaust bell.
