low boost

My daughter is visiting from school and I just drove her car to the store to make sure it was running fine. It is my old 2001 9.5 sedan with 200k. I noticed that the boost gauge was only going to the end of the blue line and holding not allowing the car to build boost into the yellow at all. It holds the blue/yellow line as if it was controlling to that point.
The car idles and starts fine no issues there. I drove to the highway and matted it to see if it would build more boost at higher loads and it ever so briefly went into the yellow then immediately went back to the blue/yellow point on the boost gauge.
Other than this issue the car ran just fine. No blue smoke, no hesitation or excessive lag. The turbo was replaced about a year ago. It appears to build boost just as quickly as my 2005 9.5 wagon but it holds a much lower setpoint.
When the cars cools off I will take a look at the boost controller to see if all of the hoses looked good. I can take it to AutoZone tomorrow to get the ECU read. Any thoughts on the issue?
