Base Boost

Hi All,
Just getting base boost. Wanted to check that I diagnosed correctly and see if anyone could help me isolate the issue. I disconnected "W" from the BPC valve, plugged the open end of the valve. Tested the wastegate it's connected and working ok. Only got 9psi on my test gauge. So either I have a clogged exhaust or a bad leak. I'm going with the leak. The gauge flutter when it hit 9psi along with some noise from the engine bay. Won't do it unless under load. Any suggestions on where to look?
