Most of the vacuum needed is supplied from the intake manifold to brake booster but on the automatic they also installed a vacuum pump to help create more vacuum at certain conditions.
The red clip and o-ring behind it has gotten old and tired.
You can replace the clip and o-ring by buying the 55557389 and scavenge the parts from it.
It is no use trying to replace the whole black insert since it is just about impossible to get it out of the pump.
