2002 Headlights- what are the halogens for?

Hi-
Just traded my 2000 Aero for a 2002, and the new headlights are the Xenons. Inboard of the Xenons are what looks like standard halogen bulbs. I've tried every lighting mode possible, and haven't seen them turn on. Anyone know what they are for? Backups in case of Xenon failure maybe?
