The link has the bulk of where I'm at in debugging my horn gremlin. I did confirm on another car that with the power off there is a clicking sound when the horn is pressed at each of 6 ordinal points (described in the linked post) of the horn. The question is why is that not the case on this car on the top-left. If I can fix whatever is broken that's causing this, then the horn should might work correctly.
