I know the underdash area pretty well. Make sure the shaft is moving the blend door by manually moving it. You will have to lay under the dash to do this. With the blend motor out, plug it in and turn on ignition and make sure it moves the arm. If that is okay, you will have to pull out the glove box and check that side. Before you do the blend door, I would pull off the recirculation motor and see if that arm is broken. From what you say, I would guess that it is. $22 from eeuroparts.
