Yep should be as far as I know, unless the replacement TWICE has / had an issue with the lock / lock relays. Or there is some sort of a different issue with a lock fuse, etc. If the internal switch does not work there is a fuse / replacement issue. They ALSO have to enter the unlock code that is on top of the TWICE module on the outside. If they did not do this it might account for the locks not working. If I remember correctly my TECH II person forgot to do this and then everything worked.
So, to be clear.
1) Mate the Twice with the ECU
2) Enter the unlock / immobilizer code.
