Erroneous rear light failure and Xenon questions

Ever since swapping the SID in my car (2003 Aero sedan) for the correct model (previously had a 2001 unit that caused steering wheel controls and a few other functions to not work), I have had a rear light failure appear every time I turn on the headlights. With the lights off, I have no errors.
I've repaired the trunk wiring, which fixed the dead rear fog light, and every rear light is working - signals, reverse, brake lights, tail lights, and plate lights. Unplugging the brake lights (including the high mounted light) gave a different error, so I'm assuming this is a tail light problem.
The two tail lights closest to the trunk had dual filament P21/5W bulbs on both sides, and both had one filament blown, so I replaced both bulbs without success. Both bulbs were reseated, and I didn't see any corrosion or burning on the bulb holders.
Where do I start looking?
On a related note about lighting, I'm curious when the xenon error light on the dash is supposed to turn on. Even with one dead controller and a missing bulb, the light never came on and the SID never indicated any headlight errors. Everything works now and the leveling system was never broken, but I would have thought the car could tell something was wrong - just curious.
Also I'm curious why I have an orange headlight relay, as I thought xenon cars had a small gray one. Relay 666 mod was done before I bought the car and was done the "hard" way (wiring underneath the relays was modified, rather than sticking a wire in place of the relay).
