Thats the only code eh? or was that the only code that came back right away? no other stored fault codes?
Check vacuum lines for charge air bypass solenoid (back of the engine area to the right of the throttle body, if your standing in front of the engine). If you have a vacuum pump tool you can check the bypass valve diaphragm. It should hold vacuum, if no than its ruptured.
Couldn't really say that any turbo bypass-valve issues would cause a major loss of engine power.
How does that engine idle? any other symptoms to note?
Restricted exhaust may not set any diagnostic fault codes. If you're running out of ideas maybe have a local muffler shop check it out.
